IMPLEMENTATION
Upgrading to a Town Council
Boralesgamuwa is now a fast developing urban area. It is in the Kesbewa Electoral Division; Palle Pattuwa of Salpiti Korale in the district of Colombo,
Boralesgamuwa, its present name was in the historical past a suburb in the days of the Kotte Kingdom, known as Balaresgamuwa, on account of this area used as mastering point for the king’ armed forces.
The administration of this suburb was formerly under the Kotte – Galkissa Rural and Villages Development Council. Subsequently Boralesgamuwa was limited to the Kesbewa District Council until 20 April 2006. For the purpose of holding the 2006 provincial council elections it was de-linked from Kesbewa and inaugurated to function as a separate urban council.

Programme Status and
Our task is to implement the policies laid down by the Provincial Council, such as, the provision of health services, and the multifarious public utility services that are continuously demanded by the public conforming to the on-going urban development policy framework that will promote productivity and enhance the physical quality of life.
Our Achievements
Construction of an office building.
Provisioning a children’s park.
Operating a resources information unit, staffing it and conducting
a mobile resources information propaganda programme.
Constructing roads and drains.
Under the Kusum Housing Scheme,
Providing building and to lone income
earning house builders.
Providing funeral memorial
plots for those wishing to entomb
the ashes of departed persons.
Under the new town development plan, five(5) acres had been acquired at Boralesgamuwa town in order to implement the development plan in collaboration with the Urban Development Authority.
PROGRAMMES IN PROGRESS
ARUNA UDANAYA
In
The Boralesgamuwa Urban Council administers 18 Grama Niladhari Divisions, servicing a population of 61,124 persons. The daily garbage disposal amounts t 45 tons but the Councils’ capacity to dispose this is limited to 24 tons. Out of this 70% is easily degraded but the 30% remains non-degradable.
The rapid population expansion coupled with upgrading Boralesgamuwa to Urban Council status is placing server constraints on the resources of the Council administration with special reference to waste collection and disposal. To make matters worse, the lack of understanding by the public and the non availability of a successful waste disposal and waste re-cycling project is causing environment pollution. The residents therefore face health hazards.
In order to deal with expected health epidemics that may affect the public, the council in cooperation with the Waste Disposal Authority is implementing the Aruna Udanaya Programme. This programme sees the manufacture of organic compost fertilizer. Already, the public are buying compost barrels sold at concessionary prices.
1. Compost production facility is designed to promote home gardening cultivation.
2. Prevent non degradable garbage and waste from seeping and polluting the roadsides.
3. Create public awareness in managing their own garbage disposal.
4. Ensuring environment friendly living conditions to the residents.
5. Generate income from waste disposal projects.
6. For the same reason, reducing the cost of waste collection and disposal to the council.
7. New employment created to separate out (a) non organic waste, (b) bio-degradable waste, (c) glass, (d) plastic and other.
